Scaling does occur for the HSC. UAC scaling is separate to BOS scaling. BOS scaling is to align subject scores appropriate to the candidature and the subject difficulty. Eg. 80% raw in MX2 =/= 80% raw in Standard English. Also, like for English and Sciences, there are Modules which need to be compared with each other. Maybe 'History and Memory' is easier than 'Conflicting Perspectives', so how can a 18/20 in H&M be compared with a 16/20 in CP? Well, they get scaled accordingly.
UAC scaling also occurs; UAC further scales your subjects again, according to subject difficulty and cohort. But this is for University entree.

No, not your ATAR, but your HSC mark. How can BOS compare your school assessment results with another? By the HSC. If everyone in your school somehow receives 100% for all assessments, then in the HSC, your highest mark is 80%, then BOS can obviously see that your assessments were easier, so your assessment marks are moderated down to align with your HSC exam results. So, you'd want your cohort to do the best it can; if the highest exam mark is 99 and lowest is 91, then all your assessment marks will be moderated into that small gap, which is good, if your school assessment marks range from 99 to 59. It means everyone will most likely get a Band 6.
