a) Draw a vector arrow pointing to the right (eastwards) with magnitude 2 kilometres.

b) Draw a vector arrow pointing to the left (westwards) with magnitude 4 metres per second.

c) Draw a vector arrow pointing downwards with magnitude 10 metres per second squared. Note that if you do Physics the gravitational force is always downwards.

d) Draw a vector arrow pointing in the western direction such that the angle between it and north is 40 degrees (N 40 W = "40 degrees West of North" is how I like to remember it) with magnitude 6 Newtons.

EDIT: Semantics
