    Why don't you get a BSc in zoology here and then go OS for post grad work in ornithology? It is generally much easier to study overseas at post grad level and if your undergraduate results are good (i.e., first class honours) you can often get somebody else to pay for it.

    I don't think it would be such a problem to structure the course that way, but it would be difficult to assess fairly on a statewide basis.

    Well, there is some tutoring at uni, but it is meant for struggling students - I've never heard of anyone getting tutored in their major. If that were the case, a serious rethink of the path one has chosen in life is required.
