This is an extract from the application form:

Recent Government legislation has changed the way that the Commonwealth supports students in Higher Education.

The following questions will help to determine if you qualify for the NEW (post-2005) or the OLD (pre-2005) arrangements. It is important that you know which category you fall under as this will have an effect on the way that the University charges you for your studies.

Can someone explain exactly what the differences are? It seems based on the questions they ask that you qualify for the new HECS system if you are only just starting Uni, and you use the old one if you have already completed a uni course at the same level.

This is the first question:

1 Have you studied as a Higher Education Contribution Scheme (HECS) student at the same level (e.g. Undergraduate or Postgraduate) as the program you are now accepting?

If you've never been to uni, you've never been a HECS student.

Basically, post-2005 students pay more HECS (starting from 2006 at UNSW with 25% increases)
