You're on the right track. (e.g. for juries you could talk about the Jury Amendment (Verdicts) Act 2006 (NSW) and how through the changes creates an imbalance of rights due to breaking the standard of proof, with please bargaining you can talk about how it is through charge negotiations the rights of the victim are compromised in favour of offenders and society in the CJS [although it probs increases the rate of convictions this is at the expense of the sentence length, and for bail you can talk about pre 2012 amendment (I forgot what it was actually called but it brought in a risk assessment system) that due to the 2007 amendments an imbalance is created against the offender due to its strictness to the point where the juvenile remand population rose by 82% [I forgot which year but it was a BOCSAR statistic) Of course these are just my views on it and you can evaluate it differently.

I think some other good points to talk about would be the anti-terror legislation and diversionary programs.

So should I make one paragraph on victims, then one on offenders and then one on society.
And maybe talk about 3 aspects of the system pertaining to each ?

Generally the conventional structure for all crime essays is to write one paragraph dealing with one point. (like para 1 on bail, para 2 on charge negotiations and so on). However, if you feel that that structure would allow you to evaluate more effectively, then I don't see why not. (Ask your teacher about it first though, since this is only my opinion)

If it were me answering the question I would pick the paragraph per point one, since it'd make your argument clearer.
