It doesn't matter.

If z=8i then Re((z-8i)/(z+6))=0 and so 8i is included in the locus.

arg((z-8i)/(z+6))=π/2 or 3π/2 only applies to most values of z on the locus, but not necessarily all of them. In particuar it doesn't apply if z=8i.

Re((8i-8i)/(8i+6))=0 so 8i is part of the locus but arg((8i-8i)/(8i+6))=arg(0) which is undefined.

ohhh i get it now thanks so much, so for the same reason 6 is not included cause re(undefined)
