If I do a Bachelor of Chemical Engineering, can I also take up subjects from other faculties(like Biology from Science or something)???

I doubt you would be able to do that in your first year. I think you get a couple of free electives in your later years, but you could also transfer to B Engineering / B Science if you really wanted to study science subjects.

Chemical Engineering doesn't appear to be as flexible as other programs.

You can, it will cost you extra money will almost definitely clash with your timetable has no impact on your course but has one on your GPA and you can only do 30 units/semester with 54 max per year.

By looking at the course structure online, you will see that the total core credit points are less than the total 192 required. Hence there is room for some electivity.
