With those ranks, its a high chance that you cannot achieve that ATAR. However, you can at least get in the 80s (you have to do very well from now) and apply for EAS (if you're eligible) or HSC bonus points (I assume UNSW Engineering).

To be honest, just try hard and see what happens. If all is screwed, go to UWS. UWS is not that bad of a university, it is the population which substantiates this artificial negativity.

If i study 5hrs everyday efficiently(making notes+revising+doing assessments) on the weekdays, and about 6-8 hrs on the weekend, will it suffice for 91?

We all wish we had a straight equation for success, but study is about finding what works for you.
Some may have to study for two hours to retain content, you may have to study 3 hours to retain the same content.
It also is dependent on things on the exam days that are out of your individual control:
- whether the questions suit you or not
- your form on the day
- any unforeseen circumstance which may arise (e.g. my dads tyre was flat on the morning of one of my exams - luckily we had a spare and we did the job in 5-10 minutes - still got a band 5 for that exam)
Again, that's impossible to answer because there are just too many variables to consider.

A friend of mine got 3 state ranks and 99.95 (I don't think he was featured on TV though lol), and he definitely did not study that much. Maybe 1.5-3 hours a night, 4-6 hours on weekends?
With 5 hours every day, you should be aiming for at least 6 or 7 state ranks
and 1st in at least 3 of those.

There's this kid that prides himself as being intellectually inclined, got 70's for his half yearlies with studying 4-5 hours per day for the 4-5 weeks preceding the half yearlies.

You also need to be honest with yourself. I never said it was impossible, I just said that it was hard work and not a light undertaking. When asking for an ATAR estimate, many people say "I've done nothing up until now, if I engage beast mode, how much better can I do?" but the truth is few people suddenly go from doing nothing to turning things around in the middle of the year and improving dramatically.
As much as I'd like to offer advice that's all sunshine and rainbows, I think it's irresponsible not to give a person a realistic take on the situation (I made the mistake of giving someone overly optimistic advice earlier in the year and I've been regretting it ever since).

What do they do in those 4-5 hours? Facebook?
If you studied intensely for 4 hours every day, you could theoretically pump out 5 english essays done every day (with breaks in between!), or 2 maths tests, or an HSC paper + a whole lot of study. How do you manage to study 4 hours a day and get 70?

Arr UNSw engineering, so you would need high 80s then (maybe less if you have EAS)
If you work exceedingly hard from now on, you can still get a decent HSC result. You are lucky in that your school rank is not so bad, so this internal performance may not be as much as a drag that it could have been at a lower rank school. BUT only if you work hard and improve!!
Eesh let's not be snobby on UWS. You should realistically consider all unis you can do engineering at.
It's all individual to what result that would get someone, but I'd say this may be an unrealistic goal for someone that didn't open a book pre half yearles.
