Dont know much about Refworks but I use Endnote and find it easy enough to use.

As long as the parking permit is displayed in the car when its parked on UWS campuses it should be fine. There will be no way of telling once tha car is parked who it belongs to as such. All security check for is that there is a valid permit/ticket visable
