The most important thing is to get the highest marks possible in actuarial studies itself. If you get HDs then you will get exemption and a guaranteed job. You don't have to combine it with anything to improve job prospects.

I know a guy called Richard Chua who did actuarial studies/law at UNSW and got 83.4 WAM for actuarial studies and an overall GPA of 3.9/4.0.

I would have been starting attending UNSW this year for Commerce/Law. I got an offer and a scholarship but declined it. Didn't do any humanities subjects since year 10 and never had a passion for it so I didn't know what I was getting myself into by accepting the offer. Kind of regret that now.
Why don't you do a double degree in science and engineering? It takes about the same time.
At unimelb you have to do 8 engineering subjects in undergrad to be able to get into the master of engineering and finish it in 2 years. Otherwise, if you don't do engineering subjects in your undergrad...
