You dont have to choose a 3rd level contextual course to meet the requirements. It just means in your third year (or any other time you can fit it in) you need to do another contextual course inconjunction with the other contextual course (most likely done previously) to make it a total of 2...

I've actually contacted the Arts faculty regarding this (at UNSW) and they told me that once you fufill the required uoc they automatically put you as being a potential graduate - meaning you can't enrol in extra subjects without consent.
