For like three of my classes I am tied first (yes my school has weird marking), but only as a full percentage. If one student is on a 99.3 and the other is one a 98.7, the both round to a 99 so would they both tie first?

I think when your school sends your internal assessment marks to nesa they calculate the internal rank without rounding, most schools round because it doesnt really matter if they give someone a tied first and they were second because all that matters is the marks that your school sends which should not be rounded. Hence the person with 99.3 will be first internally.
