As an English Advanced student, doing "The Tempest" is it necessary to make contextual references?

The HSC advice line said it's mentioned in the syllabus but then went to say some people make passing comments but it's not really important (he wasn't very confident though :p). So I'd like a third opinion :p

Teacher: Yes
ADvice Line: No

If Yes, how do I integrate it?

For each paragraph, before you actually give a quote you have to establish the context of that quote, of course. But be brief on context.

When I mean context, I don't mean context of its position in the novel, I mean like historical contexts/contexts of the different responder etc.'

i.e do we have to consider the responder of a Jacobean and modern audience to a certain part of "The Journey"?
