Are Unions and Employer Associations internal or external stakeholders? (1 Viewer)

This is in relation to

"stakeholder roles in resolving industrial dispute" except i have a feeling my assessement task will break it down into internal and external stakeholder roles.

I cant seem to find it in any of my textbooks.. can anybody help?

Unions are a major external stakeholder and employer associations are external too
