No, Commerce is not always preferred over Economics. However, if you want to major in Finance in Economics you have to do a double major because economics or econometrics is compulsory.

And yes, you can become a stockbroker with either degree.

You talk as if doing a particular degree unlocks a door to a certain job. It doesn't work that way at all. You're degree is only a part of the overall package require to attain such a demanding job.
