Answer is D, shouldn't it be B, or am I missing something here?

lol I posted the same question in a thread recently, from samuel davis' and brightside's notes the answer is most likely B but I'm not sure why the marking guidelines say it's D.

Heaps of debate over this question (my teacher was a HSC marker at the time), Sam Davis was a part of the committee and he was incredibly annoyed. HSC markers agreed no answer was ideal, but D is best because all the other ones relate too much to transmission. What a joke! All the best today guys, we got this [emoji106]
