I want to ask you guys that do you think I can change chemistry to software design and development in the first 2 to 3 weeks and is there any way that the curriculum coordinator could refuse?

Since you are in Year 11, most probably yes. 3 weeks of missed Preliminary is nothing compared to the HSC.

But it's possible that you will have to somehow 'prove' that you can catch up 3 weeks worth of material. Worst case scenario, get your parents involved.

Depends on the timetable and subjects schedule. If your other subjects clash with your change (due to subject lines) or whatever then you might not be able to change...
Otherwise, most of the time, you should be able to change?
