In complex numbers there are the notations E which represent an element of. There is also C, which means contained in. What is the difference and in which cases must we use which?

You don't have to use the notations at all, not required anymore.
I've never seen C. I always use E, in fact I'd advise you against using C as there is the notation C (with a little vertical line inside the C) that represents complex numbers. Might get confusing.

Oh and this isn't restricted to complex numbers.
