International is almost always worth referring to peripherally as a reference point for assessing efficacy. Are the latter courts you mentioned not still actual courts? They're not superior courts of record but I was under the impression the Drug Court is still a court, and the Koori Court is a program of the Children's Court, which are both inferior courts. Even if they don't meet the administrative law definition, I'm sure for legal studies its fine.
