Hi! My teacher said it just means a voice that stands out. Because distinctive means obvious, extraordinary, clear, evident etc. and voices means opinions, ideas, perspective, influence by context and values etc. Combining them together you get a person who has a voice that is different, strong and unique that it stands out.
