what's the definition for federally decentralised organisation and how does it relate to political theories of management?

A "federally decentralised organisation" would mean the business is no longer under control of a federal government. But I don't think it relates to political theories of management. Political management is probably the trickiest of the three major theories (classical/scientific, behavioural, political) but it all has to do with the idea that there are coalitions within a workplace that are established by individuals with common goals - an alliance of sorts.
