Development and range is referring to how crime fiction has transformed over the past century and the different types of conventions used. The Big Sleep is a film created during the post WWII time, and this is reflected through the film noir and violence. It is also hardboiled...Anil's ghost relates more to forensics, showing the technological advancement that took place recently.

It is just asking you to compare different crime fiction texts by comparing conventions, values and context in which it was produced in.

Early crime fiction such as Sherlock Holmes greatly differs to The Big Sleep, which also differs to Anil's Ghost...

You might want to ask your english teacher as well, just in case.

I hope that helps.
