For dot-point in the syllabus there's a key words, namely Identify, Describe etc.
Do examiners have to stick strictly to these when setting our HSC exam? e.g. if the syllabus says "Identify..", could a question covering that dot-point in the exam instead ask us to "Describe" or "Explain"?

Yes they have to stick to the key words thats what the sylabus is there for, so you no what and how much u hav 2 no. They cant'y ask u 2 describe something if in the sylabus it says identify

Hmm...coz I was just wondering whether the syllabus was simply a "guide" for teachers (since the syllabus wasn't designed specifically for students to use to study).

Describe TWO factors that affect the concentrations of ions in natural bodies of
water. 2 marks

that was a question from hsc 2004 paper
but on the syllabus it says

identify factors that affect the
concentrations of a range of ions in
solution in natural bodies of water
such as rivers and oceans.

so doesn't that mean that they can change the verb?

Hmm...very true.
At least Identify ---> Describe isn't too bad, but hopefully they don't change a Describe or Explain to an Assess or Evaluate...
