Ultimately, is it the ranks in each assessment task an individual gets or the average of the assessment marks determine one's internal rankings? cheers boyz

Ranks, and the difference in marks between each rank
You two just focus on the HSC, forget about the details.

It is your mark that determines your rank order. How is it logical to use your individual assessment ranks to determine your final rank? Each assessment is different, they may have vastly different weightings, and ranks do not show the distribution of marks.

It's not even the average of assessment marks, unless the weightings of each assessments are the same. You might have 4 assessments where they are weighted 10%, 20%, 30% and 40%. You can't just average your marks since the 4th assessment is worth 4 times more than the first assessment.

Also, your school submits a mark to BOSTES, not a rank. BOSTES needs to know how close or how far each student is from each other, in order to compare students from different schools. A scenario where the marks are 90, 89, 88, 87, 86 and 85, and very different from a scenario where the marks are 90, 80, 70, 60, 50 and 40. But if it were just a rank, you would have 1, 2, 3, 4, 5, and 6 in both cases. Marks determine ranks.
