Does anyone know what a pre out is in regards to car audio?

"5Ch x 4V RCA line PRE-OUTS"

Can anyone explain this to me?

Sounds like it means a low-level output which you would connect to a separate amplifier.

Yeah, you're right.

A pre out is a preamplifier.

Yup. I've seen them called 'power amps' in hifi systems. I assume the mechanism is the same in cars...

Yep. They're basically the same thing as RCA's on hi-fi systems. The more pre-outs you have, the more amps you can send a signal to through the head unit. Simple really:)

As stated a pre-out is an output from the reciever that you connect an amp to. The standard from is RCA plugs. Most recievers will have two pre-outs (left and right) higher end units may have four (front L/R, rear L/R) and as a note some may have auxillary inputs also in the form of RCA plugs - these are for connecting the sound from your in car DVD player to your sound system.
