while the resistance in a something that cuts field lines is eddy currents?

Back emf and eddy currents work under the same principle. That is they are both a result of Lenz's Law, eddy currents however, are really only found in things that extend outside the magnetic field, so the induced current doesn't pile up and flows freely (forming an elleptical shape).
