If you go to a low ranked school, do your marks get scaled down? How about for high ranked school, do their marks get scaled up?

No, your school rank is usually completely irrelevant for your HSC marks especially since it was last years cohort.

School rank isn't relevant to your HSC marks but it can be representative of the quality of the cohort which can influence your HSC scaling. When you compare a cohort from Ruse compared to a cohort from a rank 500 school, the stronger cohort (Ruse) would perform better in the HSC, thus has better scaling in internals (I think).
