hey guys, I want to design a real basic website / webpage.

I've read a good HTML primer (http://www.htmlprimer.com/) and I now understand the basic concepts of HTML but I don't necessarly want to write out all that HTML stuff... is there an easy program where I can kinda putt the text and images in how I want them to look and then it converts it to HTML or something like that?

here's an idea of how simple a site I would like to make something silimar to;

You can also use CSS with xhtml-if your looking for some 'funk' in your page. But I guess if you don't want to do all the coding you can just use dreamweaver or FrontPage. I'm not sure, but i think with dreamweaver once youve done your page you can view the html code for your page.
okay cool, I'll check out Dreamweaver and Frontpage

I wouldn't call Dreamweaver easy to use, or particularly cheap either. Nvu is a decent WYSISYG HTML editor.

NVU is good. It's what I use. You have the option to code or not. Legal and free!

Learn xhtml and css and use notepad like a real man.

in google page creator you get >_< premade layouts
and you can only edit the html between the header/footers (imagine server-side includes)
you can, however, upload files as-is eg. zip files through edit link

the type of page layout you want however probably won't be there because the google ones are those that resemble...certain default wordpress blog layouts to say the least.
