when answering a question such as "Evalute the causes of the failure of the Schlieffen plan" is it better to evaluate throught the essay or outline the causes then give an evaluation at the end of the body of the essay kinda combined with the conlusion?

In any essay, you should be making constant reference to the question, right? (That is, at the end of every paragraph, linking back to the question). Because this question is an 'evaluate' question, it requires making a judgement. Therefore, for every cause you mention, make a judgement at the end of that paragraph. Therefore not only are you answering the question, but you are also making constant reference to the question which is the basic requirement for any essay. For each paragraph follow the PEEL structure (point, explain, example, link). The last part is the most important: answering & referring to the question.

So yes. Throughout the essay.
