Hypothetically, if person A were to get 100 in the HSC exam and person B got 99, but person B had higher internal assessment marks, would person A still come first in the state?

You compare HSC score first.
Then external raw mark i believe.
Lastly moderation/internals to 1 dp or sth or perhaps this one is a compare external papers (e.g. which one has better handwriting lol)

e.g.
99.5 = 99.5
int/ext
99/100 > 100/99

Possible yes but improbable. Could probably only happen if person A wasn’t ranked first internally meaning their assessment mark would be less than 100.
