it seems a search of google on the key words 'general counsel' comes up with in-house counsels of various entities. in-house counsels are those who work within an organisation and deal with its legal issues (as opposed to an organisation outsourcing for legal advice).

for example, the Office of General Counsel at the University of Sydney has this to say on its 'Our role' webpage:
We provide a range of corporate legal services (of a specialist and general nature) to the academic and administrative units of the University of Sydney. These include:
  • providing legal advice on a range of issues
  • drafting and negotiating contracts
  • acting as advocate for the University in disputes
  • maintaining legal precedents
  • liaising with and monitoring the performance of external lawyers
