PLS HELP!! i don't understand how to use the clues given to find k

imagine theres a second graph, y = k (so its just a horizontal line at with y value of k)
then the number of points where f(x) = k are the number of intersection points
so if k was 18, there would be a horizontal line near the top of the graph that intersects the graph twice so 2 solutions
