Do u think the bachelor of health Science (personal development, health and physical education) is just as respected as other PE teaching courses in nsw if it is only state recognised not a nationally recognised qualification like the other pe courses on offer at other uni's.

yes it will be respected

although it's only state recognised, at least that means in our state u can have jobs not a problem, it's a bachelor degree and u learn the knowledge from proper uni, so u are well respected in ur area
