hello,

I'm currently on the HECS-help plan where my fee is deferred to tax.

I want to change it to HECS-up front so i don't have a HECS debt when i get out of uni.

Do i just have to do that before this semesters census date (if someone could tell me the census date too that'd be helpful) or is it too late to change my HECS plan for this year?

you can make voluntary repayments any time you like, and you still get a discount. Not sure where you pay though, maybe to the ATO? Anyway, ask at the Student Centre.
