Try Start-> Run-> services.msc and go down to see if Help and Support is disabled/stopped.

Following on from ReaveR, when the Services window comes up, scroll down to the H's, and look for Help and Support. If it's disabled/stopped, double click on it, and hit the "Start" button in the panel. Then change its "Startup type" to "Automatic", then hit OK.

could be a virus, check that your regedit & taskmgr works aswell. some viruses like to make the solution to getting rid of it almost impossible to open.
