ummm establish a criteria to show effectiveness
so u talk about acessability, enforceability, etc and how it reflects community standards and values for effectiveness
and then i'd talk about the justice aspects which involves whether or not key concepts such as fairness, equality, equity etc plus whether or not it is just for the individual and society (sometimes these two conflict, so u can achieve justice for one and not the other. EG: harsh penalties protect society through both general and specific deterence from offending and reoffending, however they may be too harsh, out of proportion with the crime. This lacks the concept of fairness for the individual and therefore impedes on the effectiveness of achieving justice in the criminal system.
Then u'd say under evaluation while... is fairly effective, this is lessened by... and therefore ... (say how effective u think it is overall)
That's my interpretation of it anyway?
