if one wants 2 becum a chartered accountant , wat does he need 2 study at uni?? is it bachelor of commerce with majors in accounting???

Yes, thats the start, as Natstar said, get into a Commerce or Economics or Business degree and major in accounting. Then u have to make sure u take the required subjects for professional recognition, and this usually means taking more accounting subjects than your major requires (ie give up some electives)
