i need help to decide whether to drop engineering studies or legal studies since im picking up another subject.
i average a 95-100/100 for engineering and not too interested in learning the physics stuff
for legal im really interested in every topic in it but im bad at writing and memorising

You're doing super well for engineering so if a high ATAR is your goal then 100 percent go for that

If your goal is to have a career in law then you'll really need to improve the skills you'll learn in that course, so then do that

Looking at it as if none of those factors matter however, I'd say go with engineering because legal is literally writing, memorising and some analysis
