How do u PM (1 Viewer)

I don't know where to put this, but i'm having problems PMing people.

Everytime i try to PM it says:

You have turned off private messages. You may not view or send private messages until you turn them on by editing your profile.

What am i meant to do?

And under 'Private Messaging' make sure the 'Enable Private Messaging' box is checked
