You are correct, HSC exams are developed by committees and chaired by a person called a Chief Examiner. They are also assessed by practising teachers as part of the development process. Each year, NESA accepts applications from teachers and academics with appropriate experience and qualifications. In addition to their qualifications and expertise, there are strict criteria for recruitment that applicants need to be aware of, including:
  • Chief Examiners, committee members and assessors cannot teach the subject(s) for which they are applying. For instance, if you were developing a Biology HSC exam, you cannot be teaching Biology.
  • Chief Examiners, committee members and assessors cannot be closely related to a student(s) sitting the HSC exam of the subject or a teacher(s) teaching the subject in the same year as the exam is being set.
Exam development begins in term 4 of the year prior to the exam. For example, in the case of the 2023 HSC, exam development begins in term 4 2022.

Chief Examiners and committee members are expected to satisfy a number of requirements, which include:
  • Have a minimum of 3 years of recent teaching experience
  • Thorough knowledge of the syllabus of a particular subject(s).
  • High-level oral communication skills, that is, both written and oral.
  • Ability to work effectively as part of a team in order to successfully meet deadlines.
There are further expectations in terms of Chief Examiners specifically, such as:
  • The need to provide leadership to the rest of the exam committee throughout the process.
  • Effective management skills that will enable the team to meet deadlines.
Assessors must be year 12 teachers with an expected minimum of 3 years of recent teaching experience.

There is an application form that needs to be completed. It is divided into two parts, being Part A and Part B. All applicants need to complete Part A of the application, whereas only applicants for Chief Examiner need to complete Part B. You can have a look at the application form using this link:
