I was talking to a second year and he said (wasn't sure about this) that if you're required to do 24 UoC for semester 2, you can split it into 12 UoC for semester 2 and 12 UoC in a summer semester (Edit: I believe this is called "underloading"?).

Is this how things work? Because if it is I may do 24 UoC of electives in Sem2 and complete my 2 core courses in the summer, just to get a few subs out of the way.

Or is summer semester only for those who fail to retake the course?

You can take any courses in Summer School as long as it is offered and you meet the prerequisites for it. For most degrees, only cores are offered in summer school. So yes you can choose to do 4 electives next sem (if you meet those requirements) and then do the two cores in summer school. Make sure you check that the courses offered in summer school can be HECS. I know courses from ASB cannot be HECS in summer school. So you need to pay full fee. Not sure about other faculties.
