This is my HSC year and if I'm doing 12 units, does my worst subject still fulfill the requirement for a uni course?
For example, if Chemistry isn't counted for my best 10 units, am I still eligible for a uni course that requires Chem?

Yes, because the content is what counts. Whether you did well or not is another matter.

Definitely. I'm doing a course that requires Chem/am doing Chem in uni, and Chem was my 2 units that didn't count :p (It was not much off my 9th/10th unit though)
