The effect of the 2003 budget on the distribution of income and wealth is likely to be mixed. In the short term, drought assistance may be reduce disparity between cities and rural area and tax cuts could offer slightly more to lower income earners that middle and higher income earners, making the tax system slightly l;ess regressive. In longer term, however rising university education fess and possibiltiy of higher costs for visits to the local doctor could further entrench social disadvantage amongst some groups.
At a broader level, the move towards a user-pays system of goverment service provision and a greater focus on individuals' responsibility to ensure their own financial security- whether unemployed, disabled or elderly- could deepen social divisions.
