That's just zero because it's just the edge of the pool

I can't seem to get the answer 550 unless I involve f(40)=20

And the heights of the intervals are: 0 20 18 17 0. Try plugging those into the formula to get 550

Did you try: (10/2)[0+2(20+18+17)+0] ?
