What would be the process to go from Engineering to Engineering/Arts or Engineering/Commerce at USYD? What would the required WAM be or is it ATAR dependant?

If you're transferring from a single to a combined degree you would have to apply through UAC. Look here for more details: http://sydney.edu.au/handbooks/engineering/rules/faculty_resolutions.shtml
The only way that the admission would be ATAR dependent is if you have completed less than 48 credit points of study. Otherwise they will take into account your WAM alone or your WAM and ATAR combined, whatever is better. As for the required WAM I'm not sure, but I'd imagine a credit average would be fine.
