I admit I don't really know what the story is here, so what exactly is the go? Do full fee places reduce the number of CSP places? Otherwise, it seems like the money that labor is going to compensate the loss of income to the universitys with is nothing but a waste, not to mention the fact that all of a sudden people are not going to be allowed to pay to educate themselves.

Nah, they have to offer and fill all the HECS places before DFEE can be offered. But I read in today's Australian that Melbourne Law School could theoretically get rid of all CSP places as long as the Education Minister approves.
