maybe because some of the canditure that does 3u also do 4u, so overall the canditure would be quite good. i dunno?!?!?

Probably because the alignment of HSC marks was not too generous near the bottom. Remember as well there is no correspondence whatsoever between aligned and scaled marks apart from the fact they both are derviced from raw marks.
