modality basically relates to how assertive something is said
eg: high modality-go clean ur room
low modality-would u like to clean ur room?
etc

Modality refers to the level or degree of certainity cotained within a statement or speech.
In your context modailty is utilised the most when the speaker wants to coerce his/her ideas on an issue or topic of their interest.
