The target's set for 2014 and there is actually a plan of action being implemented, so no I'm not surprised its fallen.

I reckon that the Times ranking can be quite biased...I mean there're thousands of other ranking systems we can look at.

Who cares. Any ranking system is just silly. It should be seen at the unit of individual departments - and even then there are heaps of ways a department can be ranked.
