i can't believe that at this stage of the game some people still have not worked out what a participant is!

a participant can be a user, depend on the situation, if you are talking about the development of a system, then NO a user is not part of the development and therefore not a participant in the development of the system. if you are talking about the end-product of the system, then yes the participants will include the user
so if you are talking about a library system as a whole, the end-product, then yes the users are participants in the library system
a user is a participant! participant as a word on its own is just a name given to a group of people....a 'user' or client same thing, will be a sub-category of the main group known as 'participants'
participants are people who have direct contact with a system, that is, they use it touch it, can benefit from the end-product of the system or have part in putting the actual system together
an indirect person, that is, not a participant, is someone who will never use the system and will gain no direct benefit from the system
for example a supplier to the development of a system, they might have given a part required to make the system, but they have no direct contact with the system OR a system developed for the government and only used by the government, a normal citizen will not be a participant because they will never be able to use the system
participants will include people who make, design, create, maintain, use, suggestions to creation of a system
